The services we offer help make sure everyone can reach their full potential. This may mean solving immediate challenges, like access to food or housing. Or, it may mean getting and staying healthy for life. There’s medical and dental care, behavioral health care, human services and community programs. We help children, youth, families, adults and elders. EBCAP has over 20 services. Our programs focus to improve health, social, and educational outcomes through the strengthening of parent-child relationships, evidence-based curriculum, and skill development.

The services provided by EBCAP include:

Head Start and Early Head Start services; Even Start;

family health and dental services;

family development case management services including social service information and referral and basic human needs;

youth programs;

the East Bay Coalition for the Homeless; Heating and Energy Services; the Women, Infants and Children Supplemental Feeding and Nutrition Program (WIC); the Newport Skills Alliance; youth services; and senior services including case management, senior employment, the Retired Senior Volunteer Program (RSVP), Foster Grandparents and the Ocean State Senior Dining Program (meals in a social setting).

East Bay Community Action Program provides a wide array of health and human services to the residents of RI's east bay: East Providence, Barrington, Warren, Bristol, Tiverton, Little Compton, Portsmouth, Middletown, Newport and Jamestown.

We serve all Rhode Island residents. For those without dental insurance, services are offered on a sliding fee scale based on income and family size. Medicaid, Delta Dental, Blue Cross/Blue Shield, MetLife and other dental insurances are accepted.

The Dental Center offers comprehensive dental care as well as emergency care.
East Bay Smiles preventive care for children in Early Head Start, childcare , school and community based agencies.
Molar Express: Molar Express is a forty foot long dental office on wheels that was donated by Ronald Mc Donald House Charities of Eastern New England to East Bay Community Action Program (EBCAP) and two other partnering agencies - Thundermist Health Centers and Comprehensive Community Action Program (CCAP).The Molar Express services eligible children that attend participating schools, Head Starts and community programs.

The mission of East Bay Community Action Program is to provide high-quality, comprehensive and accessible health and human services to assist people to achieve their fullest potential.The Dental Center offers comprehensive dental care as well as emergency care.

Adults

Services are available to those who are uninsured or underinsured. Services are offered on a sliding fee scale based on income and family size*. In addition, Medicare, Medicaid, and all other 3rd party insurances are accepted.

No Walk-In Services, must schedule an appointment.

Emergency Services provides stabilization, support and advocacy during this transitional period while coordinating care to keep this person safe and subsequently reintegrating back to their community.

Community Support Services

Emergency Services provides 24/7/365 immediate response to those in crisis to cope with an emergency situation who need to be stabilized and/or who need acute psychiatric hospitalization.

Clients may self-refer, be referred by police, emergency rooms, family members or other community agencies. We assist those dealing with an immediate psychiatric crisis, presenting the risk of harm to themselves or others.

Services are available for uninsured or underinsured. Services are offered on a sliding fee scale based on income and family size. In addition, many other types of insurance are also accepted. New patients are welcome.

Services for mild to moderate mental health or substance use, toxicology, peer recovery support and medication.

Adults, youth, and child substance use referrals and call-ins all funnel through ACCESS where they are screened to determine the level of care needed based on severity. General appointments are scheduled based on clinician and program availability. The program serves mild, moderate or severely ill persons who require counseling and/or psychiatric care.

East Bay Center-Adams Farley Counseling Center is part of the East Bay Community Action Program's Primary, Behavioral Health and Dental Health Center.

Youth must be between the ages of 14 and 24, and be a Rhode Island resident to participate in the Youth Center. Additional, more in-depth services are available through our Workforce Investment Act funding if a youth meets low income guidelines and has an additional barrier (as defined by WIA). For more specific eligibility information please contact the local Youth Center.

The Youth Centers provide outreach, recruitment, intake, orientation and assessment for 400 youth, 14-24 years of age, in the East Bay area. Additional components include work experience, job development and placement, work readiness, leadership development and adult mentoring. Partner agreements provide satellite offices at high schools in East Providence, Newport, Bristol, Middletown, Portsmouth and Tiverton.
