Rhode Island is committed to high-quality early learning opportunities for all children. BrightStars was designed and implemented in partnership with the R.I. Department of Human Services, the R.I. Department of Education, the R.I. Department for Children, Youth and Families, Rhode Island KIDS COUNT and the United Way of Rhode Island

A. Child needs to be enrolled in a licensed child care facility (toddler, preschool, or school age, ages 18 months-12 years old), which receives Kids Connect services
B. Any child with special health care needs, such as behavioral, developmental, emotional, or physical needs.
C. Active Medicaid health insurance or is enrolled in Katie Beckett.

• Children enrolled in a TCCS program are in classrooms with a Therapeutic Integration Specialist who is trained and monitored by a licensed Clinician.
• Each TCCS classroom has an additional staff member to provide a lower staff to child ratio.
• Therapeutic classrooms are designed to give all team members the skills and techniques to work with all children.

TCCS is a Kids Connect Program that is regulated by the Executive Office of Health and Human Services.

The Therapeutic Child Care Services (TCCS) program provides the foundation for children to learn, socialize, and play alongside their typically developing peers.

Operates a toll-free referral line and national website where parents and child care providers can receive information about finding, choosing, and paying for child care, and referrals to local child care resource and referral agencies to receive individualized assistance.
